Federal raid on Lake Street prompts protests and concern in south Minneapolis

A federal operation at a South Minneapolis restaurant on Tuesday sparked protests and unease along East Lake Street. While officials claim the investigation is part of a financial crimes case and unrelated to immigration enforcement, witnesses suggest otherwise, indicating a possible ICE connection.

Federal agents reportedly conducted a criminal investigation at Las Cuatro Milpas, a family-owned Mexican restaurant on East Lake Street. Officials said that this investigation was part of an ongoing probe into alleged drug trafficking and money laundering.

However, witnesses reported the presence of ICE on the scene, suggesting that the operation was merely another attempt by the Trump Administration to deport migrants. The midday operation drew the attention of nearby residents and business owners, who promptly gathered outside the restaurant in protest.

The raid, executed by Homeland Security Investigations (HSI) with support from local law enforcement, who previously stated that they would not participate in federal law operations, did not result in any arrests. However, the scene—marked by a heavy federal presence and the use of tactical gear—immediately raised concerns among community members, particularly in a neighborhood with a large immigrant population and a history of over-policing.

“Federal law enforcement is not required to notify local authorities that they are conducting an operation,” local resident Keith Rose said. “Notifications were done in the past as a form of professional courtesy. Obviously, the current federal administration has no interest in being professional.”

Protesters began to assemble shortly after the agents arrived, voicing fears that the operation was linked to immigration enforcement.

While officials later stated that the action was not related to immigration, despite some sporting ICE representation, tensions persisted, with some individuals attempting to block law enforcement vehicles from leaving the scene. Police used pepper spray during the confrontation, further escalating tensions.

City officials responded quickly to public concerns, stating that the operation was focused solely on financial crimes. Nonetheless, community leaders and local organizations contested and expressed alarm at the disruption caused by the show of force, particularly given the area’s fragile trust in law enforcement.

“While we are still gathering details, this incident was related to a criminal search warrant for drugs and money laundering and was not related to immigration enforcement,” Mayor Jacob Frey said in a Facebook post soon after the police action. “No arrests were made.”

East Lake Street, a culturally diverse and economically vital corridor, was heavily impacted by the unrest that followed the police killing of George Floyd in 2020. Many local businesses have worked to rebuild in the years since, and Tuesday’s events stirred anxiety over renewed instability.

Civil rights advocates, including members of anti-police-brutality groups, have criticized the scale of the operation and are calling for a review of how such federal actions are coordinated with local authorities. They argue that even when not immigration-related, aggressive enforcement tactics in immigrant-heavy neighborhoods can have a chilling effect on community relations and economic recovery.

“This is jackbooted thuggery, and we aren’t having it in our city,” Michelle Gross, president of the local Communities United Against Police Brutality group, said to the Associated Press.

At this time, federal authorities have not released further details about the targets or scope of the investigation. A town hall is reportedly being planned by local officials and community groups to address the incident and provide a platform for residents to express their concerns.

This event highlights another key moment in the continuous national discussion about the roles of federal and local law enforcement in varied urban areas, and whether public safety efforts can be harmonized with civil rights and community confidence.
